Rosanna Torres Pizarro

President

Rosanna Torres Pizarro is the President of the Center for a New Economy. Rosanna has dedicated her career to public service, primarily in the federal government, holding various roles in key agencies such as the Department of the Treasury, the Office of Management and Budget, the Census Bureau, and the Office of Personnel Management. She also served as Legislative Director for Congresswoman Nydia Velázquez and as a senior member of the House Small Business Committee, where she led legislative efforts in response to Puerto Rico’s recovery, health, and economic development needs. In 2022, she was appointed as Senior Advisor for Puerto Rico Affairs by the Secretary of the U.S. Department of Housing and Urban Development.

This is her second tenure at CNE, having previously worked there between 2018–2021, during which time she directed CNE’s Washington, D.C. office. Given her long and successful career in the federal government, Rosanna has built an influential bridge between Puerto Rico advocacy and federal policymaking, advancing critical issues such as Medicaid funding, the Earned Income Tax Credit, and the island’s reconstruction.

Rosanna holds a master’s degree in International Commerce and Public Policy from George Mason University and a bachelor’s degree in Business Statistics from the University of Puerto Rico
