Restructuring the Puerto Rico Electricity Sector

The availability of high quality, reliable and cost efficient electric power is of strategic importance for the future economic development of Puerto Rico. This means that without access to relatively affordable and reliable electric power it will be extremely difficult, if not outright impossible, to promote sustained growth in basically any area of economic endeavor in Puerto Rico, be it in industrial biotechnology, retail commerce, small and medium enterprises, tourism or services because the cost of electric power is usually one of the top cost drivers in each of these industrial or commercial sectors.

Recently, the Center for the New Economy, a non-profit, non-partisan think tank where I work, published a study analyzing the state of the Puerto Rico electricity sector.

¡No nos da!

Horas después de haber comenzado la supuesta crisis de la gasolina causada por los camioneros, se desató otro caos. Esta vez el terreno de lucha eran las ondas radiales, donde numerosos radioescuchas se abanderaron con una consigna: “¡No nos da!”.

A veces hay que tomar decisiones dolorosas e indeseables en el presente para evitar un trauma peor en el futuro. Muchos recordamos algún momento cuando éramos niños y no queríamos tomarnos una medicina o que nos suturaran una herida pues pensábamos que era mejor sufrir el dolor permanente al dolor más grande, pero momentáneo, que causaría la cura.

Culpa tuya

Creo que hablo a nombre de la gran mayoría de los puertorriqueños cuando digo que no me importa de quién sea la culpa de la degradación del crédito de Puerto Rico. Sólo me importa que se resuelva el problema y mejore la clasificación lo antes posible. Es importante reconocer que la degradación viene, en gran parte, no por los problemas fiscales, sino por la percepción de que no hay voluntad seria para enfrentarse a ellos.

Neither a lender nor a borrower be

The Acevedo Vilá administration has recently introduced a bill (HR 1579) to impose an additional temporary tax of 4 percent on corporations and partnerships that provide financial services in Puerto Rico. In our view, the proponents of the tax have ignored a basic tenet of economics, namely, that people, including corporations, respond to incentives.

La UPR

Ahora que han pasado 14 años desde que recibí mi bachillerato, me he dado cuenta de una cosa más que ninguna otra: lo poco que sabía a esa edad y lo mucho que pensaba que sabía. Afortunadamente, no tenía los recursos para tomar decisiones que afectaran a grandes grupos pues hoy me sentiría avergonzado y arrepentido de posiblemente haberlos guiado mal.
