The Employees Retirement System of the Commonwealth of Puerto Rico (the “ERS”) is a trust created by Act 447 of May 15, 1951 to provide pension and other benefits to retired employees of the government of Puerto Rico and its instrumentalities.
Improved incentives for private charitable donations would strengthen nonprofit organizations that provide a variety of public benefits in Puerto Rico. This study investigates options for stimulating additional charitable giving with enhanced tax incentives.
En este informe buscamos de manera breve abordar dos preguntas claves: ¿Quién es la clase media y como está relacionada su situación al empleo en el sector público? Para contestar estas preguntas utilizamos los datos más recientes del censo del 2007. No pretendemos ser exhaustivos ni tampoco abordar preguntas referentes a su trayectoria histórica, aun cuando dicha trayectoria es parte integral de la situación actual social y económica de Puerto Rico.
This Fiscal Update Report prepared by the Center for a New Economy (CNE) presents an independent analysis of the proposals contained in the Governor’s budget request for fiscal year 2009-2010. The analysis is based on CNE’s evaluation and interpretation of the budget data, rather than the Administration’s, and may incorporate estimates made by CNE’s staff or by other private sector analysts.
In this paper we examine the establishment and operations of a CDA program in Caguas, Puerto Rico. This program affords us an opportunity to test whether asset-building policies can provide a new approach to social welfare in Latin American countries and Hispanic communities in the United States, a middle way between paternalistic, government-based social programs on the one hand and so-called neo-liberal approaches on the other.
In August of 2005, the Center for the New Economy (CNE) published a research paper entitled “Restructuring the Puerto Rico Electricity Sector”. In that report we noted that the Puerto Rico Electric Power Authority (PREPA) suffered from various financial and operating inefficiencies that should be corrected as soon as possible. In this update we find, unfortunately, that most of those deficiencies are still present three years later.
About a month ago the Puerto Rico Treasury Department released the preliminary revenue figures for fiscal year 2008. General fund net revenues totaled $8.252 billion, which is $610 million, or 6.88 percent, less than the $8.862 billion collected during the previous fiscal year.
