During the past few months a narrative has taken hold, on both sides of the political spectrum, that Puerto Rico is “using federal disaster relief funds to pay bondholders”. This narrative is wrong and dangerously simplistic.

Hemos recibido su carta del 18 de octubre de 2018, mediante la cual nos solicita nuestra posiciĂłn y sugerencias sobre enmiendas al Proyecto del Senado NĂşmero 1121 (“P. del S. 1121”), ante su consideraciĂłn para “crear la Ley de PolĂtica PĂşblica EnergĂ©tica de Puerto Rico” y para otros fines relacionados.
It has been a little over a year since Hurricane MarĂa fractured Puerto Rico’s infrastructure and its demographic and economic landscape. Currently, all the critical infrastructure—electricity, water, telecommunications, schools, and hospitals—is functional.
In the wake of the devastation resulting from hurricane MarĂa, the United States Federal Government mobilized numerous emergency relief efforts in Puerto Rico. Traditionally, Federal disaster response has been thought of as the “silver lining” that stems from a catastrophic event, given the millions of US Government dollars that are pumped into the local economy.
