La nueva normalidad

El viernes 30 de abril el Comisionado de Instituciones Financieras de Puerto Rico anunció el cierre de Eurobank, R-G Premier Bank, y Westernbank, y nombró a la Federal Deposit Insurance Corporation (FDIC) como síndico para cada una de estas instituciones.  La FDIC, por su parte, ejecutó el mismo día acuerdos de compra con Oriental Bank and Trust, Scotiabank, y Banco Popular para que éstos asumieran los activos y depósitos de cada una de las instituciones cerradas.

Gambling the Budget

Governor Fortuño’s proposed budget for fiscal year 2010-11 includes three extraordinary measures to increase general fund revenues: a new tax enforcement program, which is expected to yield $241 million; a program to allow property owners to self-assess the value of their real property, which is expected to bring in an additional $89 million; and a proposal to legalize “adult entertainment machines”, which are estimated to produce some $220 million in new revenues.

Recientemente las agencias clasificadoras de crédito, Fitch y Moody’s, anunciaron una “recalibración” de las clasificaciones crediticias que aplican a las entidades municipales.  Esta recalibración surge como respuesta, en parte, a la amenaza de por lo menos dos estados de demandar a estos entes clasificadores.

Analyzing Tax Expenditures

Federal law requires, since 1974, that a list of “tax expenditures” be included in annual federal budget documents. Tax expenditures are defined as “revenue losses attributable to provisions of the federal tax laws which allow a special exclusion, exemption, or deduction from gross income or which provide a special credit, a preferential tax rate, or a deferral of liability”.

El Banco de la Reserva Federal de Nueva York presentó hoy su análisis sobre la economía de Puerto Rico y la situación del empleo en la isla.  Con respecto a la economía, la FED reportó que la recesión en Puerto Rico antecede a la recesión en los Estados Unidos por dos años y ésta ha sido mucho más profunda en la isla.

Imagine it is the year 2035 and all international trade and travel has halted to a dead stop due to the sudden appearance of a highly contagious disease hitherto unknown to humanity.  The good news is that Chinese Pharmaceutical Company, which is majority-owned by the Chinese government, has developed a highly effective vaccine against this disease.  The bad news is that it will cost the government of Puerto Rico $2 billion to acquire sufficient doses to protect its population.

What should we consider as progress in the 21st Century?  How can we measure such progress?  These are two provocative questions that the global project on Measuring the Progress of Societies, directed by the Organization for Economic Cooperation and Development (OECD), attempts to elucidate.
