CNE Review

In this edition of the CNE Review, we are focusing on education and its role in economic development. Belinda Reyes, a CNE Visiting Fellow, explores some of those connections between higher education and economic development, specifically the issue of what can be done to provide young people with better opportunities on the island.

In this edition of the CNE Review, we take a look at some of the early events that foretold the demise of Puerto Rico’s energy system to the shortcomings of the recent agreement with LUMA for the operation and maintenance of the electric grid. We also provide recommendations as to what can be done to tackle the ongoing crisis. 

The Puerto Rican economy is simultaneously recovering from three systemic shocks: the COVID-19 pandemic, the damage inflicted by Hurricanes Irma and Maria, and the upcoming creditor’s vote on the Plan of Adjustment negotiated by the FOMB. We dedicate this issue to analyzing these three challenges confronting Puerto Rico.

As we commence yet another school year, we are dedicating this edition of the CNE Review to analyzing Puerto Rico’s largest and most important higher education institution, the University of Puerto Rico.

On the 5th anniversary of the enactment of PROMESA, the CNE Review takes a look at how PROMESA has evolved, what has been overlooked, its costs to Puerto Rico, and its consequences. The unavoidable conclusion is that the territorial bankruptcy regime set up by law has failed to achieve most of the goals set forth by its authors.

In the first edition of our new publication, the CNE Review, we take stock of the post-storm reconstruction and recovery process as we approach the beginning of yet another hurricane season in the Atlantic Ocean.
