The data for net revenues received by the commonwealth government’s general fund during the first six months of fiscal year 2007-08 is in. Unfortunately, Puerto Rico’s budget problems remain unabated.
Academics, economists, politicians and other assorted talking heads usually hold up the Irish economy as a model for Puerto Rico to emulate. In the mid-1980s Ireland was referred to as the “economic basket case of Europe” but by 2001 it was spoken of in reverential tones; it has transformed into the fearsome “Celtic tiger”.
El peso de los impuestos: El Banco Mundial y la compa帽铆a PricewaterhouseCoopers recientemente publicaron un estudio comparando la carga contributiva en 178 pa铆ses, incluyendo a Puerto Rico. De acuerdo con ese informe Puerto Rico ocupa la posici贸n 92 de 178 con respecto a la carga contributiva total impuesta (impuestos sobre ingreso corporativos, sobre la n贸mina y otros impuestos corporativos) a las corporaciones con operaciones en la isla.
Esta es una de las frases que m谩s escucho en torno a los planteamientos que hacemos en el Centro para la Nueva Econom铆a (CNE) cuando hablamos a diferentes grupos sobre las medidas necesarias para restablecer el crecimiento econ贸mico de Puerto Rico.
John Maynard Keynes, the most influential economist of the first half of the 20th century, wrote in his seminal “General Theory of Employment, Interest, and Money” (1936) that “practical men, who believe themselves to ve quite exempt from any intellectual influence, are usually the slaves of some defunct economist.”
Last week, Mayor William Miranda Mar铆n presented a voucher for opening a bank account to the mother of a newborn child in Caguas. This was the first installment of a city-wide program whereby the parents of all children born after July 1, 2007 to bona fide residents of Caguas will receive a $250 voucher that can be used to open a children savings account at a financial institution.
No creo mucho en las resoluciones de a帽o nuevo, pues en mi experiencia, ya como para febrero, sino antes, se van esfumando. Sin embargo, creo que no hay nada m谩s terrible que desperdiciar una crisis y por lo tanto, vale la pena proponernos como pueblo tres resoluciones a las cuales entregarles verdadero esfuerzo y dedicaci贸n en el 2008.
A manera introductoria, es preciso mencionar que la mayor铆a de los pa铆ses desarrollados y de los estados de la naci贸n Americana han implementado alg煤n tipo de pol铆tica econ贸mica para incentivar el desarrollo econ贸mico.
