In this edition of the CNE Review, we present a set of principles that should guide any tax reform effort in Puerto Rico. Also in this issue, a note on the complicated economic and political outlook given the inflation we face, the current war in Ukraine, and what these critical issues might mean for Puerto Rico.
El consenso en Puerto Rico es que una reforma contributiva abarcadora es necesaria desde hace tiempo. Sin embargo, es importante entender que la política contributiva implica difíciles compensaciones (“trade offs”) entre varios objetivos. En el Centro para una Nueva Economía creemos que los siguientes principios deben guiar cualquier esfuerzo para llevar a cabo una reforma contributiva en Puerto Rico.
El Acuerdo Definitivo de Apoyo a la Reestructuración de la Deuda de la AEE que se rescindió recientemente fue el tercer intento fallido de reestructurar al menos una parte de la deuda de la AEE. En este Review, ofrecemos algunas recomendaciones que esperamos ofrezcan un marco útil para analizar cuidadosamente cualquier propuesta nueva de reestructuración de la deuda de la AEE.
The recently terminated PREPA Restructuring Support Agreement was the third failed attempt to restructure at least a portion of PREPA’s debt. In this Review, we offer some recommendations that hopefully will provide a useful framework to thoughtfully analyze any new proposal to restructure PREPA’s debt.
